About the Outer Banks Owners Alliance |
The OBXOA (Alliance) is dedicated to working towards equal rights for all property owners of the collective counties within the Outer Banks of North Carolina. We are a non-profit, non-partisan organization that supports lobbying efforts for non-resident homeowners. Additionally, the Alliance provides forums for property owners to collaborate and opportunities to build relationships in the communities in which we own. The Alliance consists of a Board of Directors, Committees and Members. Our Board and Committees are comprised of members that have volunteered their time to serve the membership. |
Board of Directors
Our Board of Directors consist of volunteers elected by members within the Alliance. The Board looks forward to serving and upholding the highest of standards and welcomes suggestions for the betterment of the Alliance.
Chair of the Board: Susan Rice -Sue believes that when the bridge was closed to NRPO's it woke up a sleeping giant. Owning a second home on the Outer Banks has lots of rewards and joys but it also takes lot of work, money and angst. Sue felt that the commitment we make to the Outer Banks was taken lightly by those that made the policies and we are hoping to change that in a positive manner. Sue is from VA and owns in South Nags Head. Sue has an Outsourced Accounting Firm to support her beach real estate habit.
Vice Chair of the Board: Kathy Kittrick- She strongly feels that non resident homeowners had no voice and no respect and were too easily lumped in to the “visitors” bucket. "We are not visitors, this is my home. I want greater input in my community." Kathy is from VA and owns in Southern Shores. Her favorite thing about OBX "I love the peaceful mornings on my deck drinking coffee, surrounded by trees, sun and fresh air! Love the gorgeous beach and awesome walking paths for our dogs. I am a huge animal lover! I am also married to a Kiwi."
Secretary: Mary Beth Vance - She believes as a NRPO our rights were violated and we need to make a positive difference in the way we are treated, OBX is our home! She is from VA and owns in KDH. She loves walking her dog and biking along Bay Dr as well as frequenting the beach and enjoying the beautiful sunsets from her deck.
Treasurer: Stacie Sheil - Stacie is from VA and owns in Nags Head. She is a working mom of two middle school boys that loves to read and soak up the sun at the beach. Her goal for joining the Alliance is to help drive positive change for the Outer Banks.
Member At Large: Jay Bailey - Joined OBX Owners Alliance in order to pursue change in Dare County relative to equal treatment of non-resident property owners. I would like to see the Alliance grow to a point where respect is commanded by default from Dare, Currituck and Hyde County elected leadership. He was instrumental as a victorious plaintiff in the lawsuit against Dare Co for breaking the U S Constitution by violating the Privileges and Immunities Clause. He is from SC and owns in Rodanthe. He "loves our beachfront OBX home! It's a labor of love. Challenging environment and good profits when all goes well."

Member At Large: Rachel Haas- She believes becoming involved in the OBXOA is essential to gain equal rights in the local and state government for non-resident property owners. Rachel is from MD and owns in the 4x4 area. She loves the uniqueness of the Outer Banks - "it’s like no place else in the world."

Member At Large: Pam Schrage- Pam believes the idea that "property rights are dependent on where you obtain your drivers license' and being taxed by localities yet having no voice in government are both injustices. As a member of the Alliance, "I have the opportunity to work with other like-minded individuals to affect change on these issues as well as many others." Pam is from VA and owns in Nags Head and Rodanthe. Her favorite thing about the OBX is being able to watch sunrises over the ocean and sunsets on the sound while relaxing on her top deck.

Audit, Budget and Finance Committee

The audit, budget and finance committee will be responsible for the budget, contracts and external auditors
Communications Committee
Chair: Pam Schrage & Stacie Sheil
The communications committee will be responsible for the website, social media sites and other forms of communication to members and the public.
Community Relations Committee
Chairs: Tom Bellanca (Dare); Rachel Haas (Currituck); XXX (Hyde); Jay Bailey(Unincorporated Dare)
The community relations committee shall be comprised of subcommittees representing each community in the Outer Banks and supporting at a local level. Each subcommittee will be responsible for monitoring county legislation impacting non-resident property owners and engage in community events that further the mission of the Alliance.
Education Committee
Chair: Kathy Kittrick
The education committee will provide members with the latest information on current issues and strategies for advocating our property rights and protecting our homes.
Legislative/Legal Committee
Chair: Jay Bailey & Kathy Kittrick
The legislative committee will monitor state level regulations that impact property rights, vacation home owner rights and vacation rental rules, while advocating for increased rights in each of the counties.
Membership/Fundraising Committee
Chair: Rachel Haas & Mary Beth Vance
The Membership Committee is responsible for supporting the mission, vision, and purpose of the Alliance. The Membership Committee may from time to time assess and recommend products, services, and programs that will add value to the membership.The membership committee will process new members and maintain membership records. Additionally, they will lead fundraising efforts.
